The KOP Action Plan for the period 2024–2028 has been prepared in line with the National Strategy for Regional Development 2024–2028, taking into account both the region’s economic potential and its structural bottlenecks, with an approach that will contribute to sustainable, inclusive, and maximum national prosperity, and in accordance with the development vision determined for the region. Accordingly, the vision of the KOP Action Plan has been defined as: “A KOP Region where efficiency in water use and productivity in agriculture have increased, integration between agriculture and industry has been strengthened, and balanced development has been achieved.”
Within the framework of this vision, the KOP Action Plan consists of public investments and projects that are specific to the region in terms of quality, scope, and implementing bodies; that prioritize the region and have a strong triggering effect on regional development, and that aim to coordinate the planning, programming, designing, monitoring, and implementation of investments in the provinces of the region; and serves to guide private sector investments. From this perspective, in order to bring about transformation in the region’s economic structure, the following Priority Transformation Programs (PTPs) have been identified. The core approach of the priority transformation programs is to increase income and employment with a climate-smart perspective. In particular, priority will be given to increasing income, raising employment levels, and making economic activities climate-sensitive in projects related to agriculture and rural development, irrigation, and tourism infrastructure. Taking into account the defined vision, perspective, and PTPs, the investments, projects, and activities in the KOP Action Plan for the period 2024–2028 are addressed under three main axes:

Investments to be made and activities to be supported by all public institutions and organizations and the KOP Regional Development Administration within the framework of the region’s development vision and the PTPs,

Large-scale infrastructure investments by all public institutions and organizations that are considered important for the region’s development, have a triggering effect on regional development, and are deemed necessary to monitor,

Small-scale investments by all public institutions and organizations that are complementary to development, considered to contribute to inclusive development in the region, and are generally expected to have an impact in a limited area, basin, or subregion.
